While most segments of Brazil’s colossal coffee industry have regained tariff-free access to the United States market, producers of instant coffee find themselves isolated under the continued weight of a 50% import duty. The sector is now urgently seeking clarification for its exclusion and highlighting the severe commercial fallout from the policy.
The tariff, a remnant of broader trade measures imposed in 2025, was lifted late last year for the majority of Brazilian coffee exports. Exemptions were granted to whole bean, roasted coffee, and surprisingly, even flavored instant coffee and cappuccino-style blends. Industry representatives express confusion over the selective nature of the rollback, suggesting a potential administrative error in product classification codes is under investigation.
The economic consequences are pronounced. According to recent data, while Brazil's total coffee export revenue reached a record high in 2025, export volumes contracted significantly due to tariff pressures. The instant coffee segment is bearing a disproportionate burden. Trade figures for December, the first full month following the tariff relief for other coffees, show a stark contrast: total green coffee exports fell by 18% year-on-year, but instant coffee exports collapsed by 35%.
This downturn directly impacts a historically vital trade relationship, as the United States has long been the leading destination for Brazilian instant coffee. In response, Brazilian industry associations are collaborating with American counterparts to demonstrate the mutual economic damage caused by the tariff, arguing there is no valid justification for its continued application.
Market observers indicate that without a shift in political will or significant changes in supply dynamics, a near-term resolution appears unlikely. For Brazil’s instant coffee manufacturers, the path forward remains fraught with uncertainty as they navigate a fragmented recovery in the critical U.S. market.
